Government Of the Punjab, Finance Department issued a Notification on 28-09-23 in connection with clarification Revised Rules ( LEAVE ENCASHMENT) Punjab 2023
RULE 17 CLARIFICATION REVISED LEAVE RULES (LEAVE ENCASHMENT) PUNJAB
I am Directed To refer to this Department notification of even number dated first 01-06-2023 subject cities above and certain certification upon quires in this regards are notified for the convenience and guide of all concerned as under:-

| 01 | A civil servant whose LPR (period) is started before 01.06.2023 and shall attain the age of superannuation after 01.06.2023
is entitled for encashment of leave in lieu of LPR to according previous rule or present? |
A civil servant whose LPR (period) is started before 01.06.2023 shall be entitled to encashment of LPR according to
previous rule till 31-05-2023 i.e prior to amendment and for remaining period after 01-06-2023 he is entitled to encashment of leave in Lieu of refused LPR as already mentioned at sr no1 |
| A civil servant whose LPR period started before 01.06.2023 shall be entitled to lump sum encashment of
leave in lieu of LPR till 31.05.2023 and after 01.06.2023, shall be entitled to encashment of refused LPR on monthly basis. |

| ii. Whether his request of LPR will be considered refused otherwise? | i. He is entitled to encashment of leave in lieu of LPR equal to initial pay of basic pay scale.
ii. The period involves on or after 01.06.2023, refusal of the LPR by the Appointing Authority for encashment in terms of Rule-17(7) of Revised Leave Rules, 1981 is admissible. |

| Whether a family of deceased civil servant who died while in service before the commencement of 01.06.2023 is
entitled to Notification dated 01.06.2023 is encashment of leave in lieu of LPR entitled to encashment of leave for as per previous policy / rule. 365 days as per previous Rule or otherwise. Can Civil Servant give his option for grant of LPR or Leave Encashment in lieu of LPR or otherwise. |
iii. Yes, the Family of deceased civil servant who died before 01-06-2023 is entitled to encashment of leaves in Lieu op LPR as per previous policy rules |
